Seaweed Farm Insurance

Working outside the US in the Caribbean in Belize with small seaweed farms. Want to work with an international insurance company/organization that would be willing to develop a global insurance product that would cover the risks faced by small seaweed farms for an affordable price. Is this a pipe dream? This role is filled by the USDA FSA/RMA in the US. We don't have a program like that in Belize, unfortunately. I suspect a lot of countries are in the same boat. Any ideas or leads would be appreciated! Thanks!
