Looking for people starting lease applications/permitting

Hi everyone!
I'm Raymond from the Bay Area. Currently taking a break from a data science career and just got back from a 3 month trip backpacking Europe. I'm looking to talk to anyone trying to start their own kelp or oyster farm and looking into applying for a lease and permits.
Would love to help out with the process for free as I'm trying to learn more how it varies from state to state and see if there are any steps that could be automated or streamlined.

@raymond_peng2043 Have you checked out the Hub course around leasing and permitting? California is notoriously challenging for getting permits as others in the community have discovered. Oysters may be a bit more approachable, have you checked out the nonprofit Wild Oyster Project? They're just starting out and looking for volunteers.
@jwhis Thanks for the link to the Wild Oyster Project. I have seen the hub course on leasing and permitting, and I don't think things in California will change soon given how CEQA is widely used. I'm actually open to working with people in any state.
