@karen_gray -Hi Karen, thanks for the reply. I'm already very familiar with WA Sea Grant and they have been instrumental in helping me to get as far as I've gotten in the permitting process. At this point, I need a level of expertise that they can't offer hence my desire to hire a professional consultant who is familiar with PNW waters and regulations.
