If you are predominantly interested in tank cultivation of green and red seaweeds (which we do not supply and don't have much experience with) you might consider the following:
University of Oregon/Oregon Sea Grant has a collection of red seaweeds, including various strains of Dulse and Gracilaria, and has supplied starter material to various tank-culture operations on the West Coast (notably Oregon Seaweed).
There are some operations cultivating Ulva, such as Universidad de Baja and Blue Evolution in Mexico, but I don't know that they supply other producers.
Regardless of supplier, you will likely need to provide your licenses and permits that authorize your business to cultivate seaweed, and demonstrate that biosecurity measures are in place for safe and proper handling.
