Hi from Mexico and a question on E2 Entrepreneur Visa / permits for a foreigner

I m Francis, originally from Belgium but relocated to Mexico 6 years ago.
I have been working in the field of agtech / fintech focused on data science for about a decade now. Before that I worked in a mycelium spawn lab as a lab technician and way back, I spend a few years in the army.
I am planning to switch careers to agriculture, was actually thinking of opening up an agroforestry farm down here in Mexico but started exploring aquaculture as well and that is how I ended up here!

While I m looking primarily to open a seaweed farm in Mexico, I am also considering the option to relocate to the USA. Does anyone know if permits / leases are granted to foreigners? Do you need to be a US citizen to get a permit / lease?
