Seaweed Farming in Bangladesh

Hi everyone,
I would like to start a seaweed farming project in the coastal areas of Chittagong, Bangladesh. Can anyone advise me on what steps I have to take to start a seaweed farm? I also want to develop a seaweed processing factory near the coastal farms that will create products like alginate, agar and etc.
